Ooops.  I verified it doesn't help on a TTY.
So, how about using lynx instead of shr?  I.e.,

(setq rmail-mime-render-html-function 'rmail-mime-render-html-lynx)

This requires the external lynx program.  As far as I tested, it
doesn't respect the color spec in an html source.
