Here the frame size remains unaltered.  What happens when you do that on
a maximized frame?  And what does evaluating

  (setq frame-inhibit-implied-resize t)
  (set-face-attribute 'default nil :font "-*-Courier-normal-normal-normal-*-18-*-*-*-m-0-iso10646-1")
  frame-size-history)
