  @kbd{M-x list-character-sets} displays a list of all supported
  charsets.  The list gives the names of charsets and additional
  information to identity each charset; see the

  Coded Character Sets} for more details.

The URI above is broken (404).

It's not broken here, I can display it just fine.  I tried on 2
different systems with eww, Firefox, and even IE, and they all display
that page correctly.

Of course, that page being in Japanese, it might be a good idea to use
its English variant instead,
http://www.itscj.ipsj.or.jp/itscj_english/index.html, but I'm guessing
you'll have trouble with that as well, for reasons that are probably
specific to your system or Internet connection.

No, it _is_ broken.  Although the page can be displayed just fine, that
page roughly means "Page Not Found" (I can read some Japanese).  The
English page you linked isn't (semantically) equivalent to the Japenese
version (which is 404).

Instead of arguing, feel free to change the URL in the manual to point
to the English page.

Thanks for your patch.  I'm no expert on this, but it seems that your
new URI links to the ISO International Register of Coded Character Sets
_To Be Used With Escape Sequences_.  Are you sure the new link is correct?

Although I'm no expert either, I'm not aware of any distinction between the 
ISO-IR and the INTERNATIONAL REGISTER OF CODED CHARACTER SETS TO BE USED WITH 
ESCAPE SEQUENCES.  That is, I think they're the same thing. 
https://www.itscj.ipsj.or.jp/itscj_english/ says "ISO-IR" and links to the PDF 
document titled INTERNATIONAL REGISTER OF CODED CHARACTER SETS TO BE USED WITH 
ESCAPE SEQUENCES.

Thanks for your explanation.  Would you please update the second
argument of the @url (by changing it to ISO-IR or ISO International
Register of Coded Character Sets To Be Used With Escape Sequences, maybe)?
