emacs-24.5:
  (vc-working-revision "1")  ;  -> nil

Current master:
  (vc-working-revision "1")  ;  "master"

C-h f vc-working-revision:
  If FILE is not registered, this function always returns nil.

This changes documented behaviour without updating the doc or making a
NEWS entry.
