That returns immediately with the same exit code but a different
message:

[~]% ssh -p 23 -o ControlPath=%C host.does.not.exist
ssh: Could not resolve hostname host.does.not.exist: Name or service not known
[horn <at> thinkpad-t440p][255][:-(][9676]
[~]% ssh -p 23 -o ControlPath=%C localhost          
ssh: connect to host localhost port 23: Connection refused
