In transient-mark-mode, recode-region does not deactivate the mark when
it's finished.  Moreover, pressing C-x u afterwards ("undo in region")
will delete the region, multiple presses of C-x u do not recover from
this (only when the region is deactivated).

I've checked in a fix to make recode-region deactivate the mark if the
region was active.  Thanks.
