x_wait_for_event is only to try to cater for Lisp code that expects a resize to occur at once.
I think there was a bug for it.

In general, X (and NS) does go about its business and wait for the equivalent of WM_SIZE to arrive.  There is no 
corresponding x_wait_for_event in NS, so it does just that.
