While I do have network access (!), elpa seems unavailable for the last
30 mins or so -- at least, that error is generated when refreshing the
packages:

Either it's a problem somewhere on your end, or the problem has
disappeared, since I just did a M-x list-packages successfully and
visiting http://elpa.gnu.org/packages/ worked fine as well.

I confirm it now works for me as well -- without any change on my side,
though.

No need to search for an explanation...
