24.4; elpa.gnu.org seems down

To add a comment to this bug, you must first unarchive it, by sending
a message to control AT debbugs.gnu.org, with unarchive 19527 in the body.
You can then email your comments to 19527 AT debbugs.gnu.org in the normal way.

Toggle the display of automated, internal messages from the tracker.

While I do have network access (!), elpa seems unavailable for the last
30 mins or so -- at least, that error is generated when refreshing the
packages:

Either it's a problem somewhere on your end, or the problem has
disappeared, since I just did a M-x list-packages successfully and
visiting http://elpa.gnu.org/packages/ worked fine as well.

I confirm it now works for me as well -- without any change on my side,
though.

No need to search for an explanation...
