Can you please send (as an attachment) the output of the netstat
program if you invoke it from the cmd prompt on that system?

Also, does it help to do this:

 M-: (let ((coding-system-for-read cp866)) (netstat)) RET

?

> (w32-get-codepage-charset 866)
> nil ----- the codepage is not valid

I don't think this is related, Emacs doesn't call
w32-get-codepage-charset when you invoke 'netstat'.
