Other items nearby explicitly talk about those options, here's a patch
to add it for package-initialize as well.  Looks ok?

* doc/lispref/os.texi (Startup Summary): Explain that package-initialize
is not called when options -q, -Q, or --batch were passed (Bug #19151).
