Subject: [PATCH] Use consistent paxctl and setfattr flags for temacs.

* Makefile.in (temacs$(EXEEXT)): Use consistent flag settings
for paxctl and setfattr. Fixes temacs startup failure with
grsecurity/PaX enabled Linux kernel (bug#19067).
