    Why?

It is a consistent series of names.

COPYING		  -  GNU GPL
COPYING.LESSER    -  GNU Lesser GPL

We traditionally use names in all caps for files of basic information
that accompany programs.  This custom started with README and TODO.

COPYING-LESSER would be just as good as COPYING.LESSER.
