I'm sorry to say that I tried to trace this, in detail, from the beginning (in `emacs -Q') using `debug-on-entry' for function `palette', and the error was not raised. And yet the error is 100% reproducible... Perhaps the debugger interacts in some way with the (window-splitting?) code. Sorry, I don't have a simpler recipe than this.
