It seems ffap should be beefed up to recognize URLs like
https://productforums.google.com/forum/#!topic/youtube/SRllrGXrSBU
and not truncate between # and !.

I can reproduce this on Emacs 23, but not on any version since 24.4,
so I'm closing this bug as fixed in 24.4.
