For existing code "!" is not always an adequate choice.

All this is obviously not about new code, but it is about
maintaining existing code.
(Also, that's why Emacs comes with fortran-mode and f90-mode.  They
serve different needs!)

I completely agree that in a perfect world rewriting the old code is
the way to go.  But that's not always possible.  I am pretty sure
that such code will still be around and used happily twenty years
from now.
