This version is no longer supported, and as it says, filesystem support
has been dropped.

Version 2.3 is ancient and no longer supported upstream. Also all
filesystem manipulation code was removed in parted 3.0. You should do
as the warning message suggested and use mkdosfs instead of parted to
format the filesystem, or report this to debian.
