Yes.

I would also replace "M<N" with "M<=N"; there are useful cases with M=N,
e.g.

(defalias 'make-minibufferless-frame
  (apply-partially #'make-frame '((minibuffer . nil))))
;; (make-minibufferless-frame) => [a new frame without a minibuffer]
