Here's how I got one on my Fedora 20 host:

./configure --with-x-toolkit=lucid --without-rsvg --without-dbus \
  --without-gsettings --without-gconf --without-file-notification

You can check this by seeing whether src/config.h #defines HAVE_GLIB.
