Maximize the first frame with its menu bar but without its tool bar.
Switch on/off menu-bar-mode several times:
the frame height grows.

Here is the frame-pixel-height reported in *Messages*

Menu-bar mode disabled.  Use M-x menu-bar-mode to make the menu bar appear.

Thanks for the report.  I fixed this (and bug 16637 you also reported)
on my build but that's part of a larger change that won't make it into
Emacs 24.4.  If you're interested I can send you a preliminary patch.
