Yes, desktop-save-mode.

Please edit your .emacs.desktop file and remove the assignment to
desktop-saved-frameset in the "Global Section". Then reenable
desktop-restore-frames in your .emacs and let's see if the issue does
reappear. If it does, I'd suggest posting the contents of
desktop-saved-frameset (from the desktop file).
