24.2; Electric pair mode in comments

electric-pair-mode should not auto-pair single quotes (apostrophes) in
strings or comments.

In those scenarios, it's not possible to tell if the single quote is going
to be part of a contraction or not, so the functionality should revert.

electric-pair-mode has seen many important changes in that area for
24.4, so I think this is fixed already.
