Strange error. I use us,ru layout 
setxkbmap us,ru
Than, if I change it, when emacs running, layout behaivour in emacs not changed, but changed in other apps. For example.
I change layout with setxkbmap us,ua. I write in other applications in ukrainian, but in emacs language is russian. On the other side. If I change layout to us only - it us only in emacs, and in other programms. If I change layout again - first variant in emacs is used. Behaivour is not depended on map values: same with en,gb pairs, etc.

I tried this on Debian Buster with Emacs 27, and the running Emacs got
the new layout immediately, so I'm guessing that this bug has been
fixed in the ten years since this was reported, and I'm closing this bug
report.
