..should not be considered internal.  Should be documented.

It is reasonable to use this function in a check, before trying to use
things from package.el.  Look at `describe-package' for an example.
There is no reason to assume that package.el is the only code that can
make use of such a check.

`describe-package' is in package.el.  Seems internal to me.  Closing.

As the report says:

  There is no reason to assume that package.el is the only code
  that can make use of such a check.

I gave a reason why this should not be considered internal
(use cases).  What's the reason you give why it should be
internal?  "Seems internal to me."  That's not a reason.
