The answer is yes, frame parameter `name' gets changed.

Note that parameter `explicit-name' is t, as well (as it is at the
outset, in my setup).  And parameter `title' is nil (as it is at
the outset).

The bug, wherever it might be, seems to be that `name' is getting changed.
