GNU Coding Standards[fn:1] says:

    Please do not use the term “pathname” that is used in Unix
    documentation; use “file name” (two words) instead. We use the term
    “path” only for search paths, which are lists of directory names.

Should this variable be renamed?

Yes, please.  Something like eww-download-directory should be good.

Yes, it should be called eww-download-directory.
Its doc string should be changed too.
