Any such complaints would come only from people
expert enough to run makeinfo themselves, no?
So these people could be asked to run Texinfo 4,
just as we did, if they want to have quotes
`like this' that follow the older style.  It's
not unreasonable to ask experts to run old programs
if they want to generate old-style output.
