Thanks to Emacs's .dir-locals.el, you MUST add an entry to
your ~/.bazaar/bazaar.conf of the form:

  [DEFAULT]
  bugtracker_debbugs_url = http://debbugs.gnu.org/{id}

Else you get this confusing error when you try to commit something with
a Fixes: field.
