php-mode is now distributed on NonGNU ELPA:

    http://elpa.nongnu.org/nongnu/php-mode.html

This package archive is enabled by default in Emacs 28.1.

Given that not much has happened here in 8 years, I think it's safe to
say that this is as good as it's going to get.  I'm therefore closing
this bug report.
