When I add the following line:
-*- visual-line-mode: t -*-
to the top of a file, and open that file in a new buffer, the line
wrapping does not work. Checking `C-h m` tells me the minor mode
visual-line is enabled, but the lines in the buffer do not wrap as
expected. If I then issue the command `(visual-line-mode t)`, then the
lines will wrap as expected. I see this behavior even when starting from
`emacs -Q`.
In GNU Emacs 24.3.1 (i386-mingw-nt6.1.7601)
of 2013-03-17 on MARVIN
Windowing system distributor `Microsoft Corp.', version 6.1.7601

Use the command `visual-line-mode' to change this variable.
