Indeed, I see the same peformance improvement you wrote about: 0.60s in 
byte-compiled dynamic binding mode, and now 0.48s in byte-compiled 
lexical binding mode. Thanks!

Not sure if I should close this issue now or at least wait until 
byte-compile--use-old-handlers is nil by default.
