It's pretty close, tho.

I'm not sure what you mean.  Let's say you have a running
Emacs session.  What's the difference between:
- restore the package from trash.
and
- start a new Emacs session, (re)install the package, exit.
AFAIK, the running Emacs session will be affected in exactly the
same way.
