3. Note that the buffer is in Org-mode.
In emacs-devel, Stefan was indicating one should peek in to the
media-type of the downloaded content and take appropriate action.

The context of the discussion was how to browse with C-x C-f (i.e., turn
url-handler-mode) and have eww/shr render the buffer, if the downloaded
content is indeed an html file.
