Bug in configure and/or the INSTALL documentation:

tar -xpzf emacs-24.3.tar.gz
cd emacs-24.3
./configure # ... configure: error: The following required libraries were not found ...
make distclean # make: *** No rule to make target `distclean'.  Stop.
cat INSTALL
...
  4. If you need to run the `configure' script more than once (e.g.,
     with some non-default options), always clean the source
     directories before running `configure' again:

		make distclean
		./configure
...
cd .. && rm -r emacs-24.3
# do over with different configure options until done
