Another alternative is to replace
if (! noninteractive || initialized)
by
if (! noninteractive)
at least on Cygwin. That allows the bootstrap to complete without
errors. Assuming this doesn't cause other problems, we wouldn't have to
worry about reintroducing bugs into (interactive) Cygwin Emacs.
