`url-p' should test whether a string is a URL. That is naturally what
someone would expect of a function with this name.
This function and other `url-*' functions are misleading because the
name `url' was chosen for a Lisp structure (defstruct) that represents a
URL. The name for this structure should be changed - e.g.,
`url-struct'.
