BTW, a useful idiom for such loops is the "empty body" while loop.

      (while (and (re-search-backward comment-start-skip limit t)
                  (progn
                    (setq end (match-end 0))
                    (and comment-use-syntax (nth 8 (syntax-ppss))))))
