Indeed, it's a bug in Emacs-24.3: you need to enable
`python-skeleton-autoinsert'.

I fixed it recently in trunk so that `python-skeleton-autoinsert' only
applies to python-mode's skeletons and not to other abbrevs.

M-x edit-abbrevs displays

However, when in Python-mode and cursor behind "ts", SPACE, resp.
M-x expand-abbrev has no effect.

Does not happen with Emacs 24.2
