Why not? it is very simple.  In general, if you want to be involved
with Emacs development (or any software development, really) nowadays,
you are expected to access the repository in some way and be able to
review changes given their commit ID.  Not having a local checkout of
the repository is already quite unusual; refusing to even go to the
Web interface of the repository is more than brow-raising.

That is extra burden for people who develop and maintain Emacs.
