I've now implemented it.  The parser is 52 lines long, and the data file
is 70K long.

Stefan, Chong: This fixes a bug in `url-cookie-handle-set-cookie', but
is perhaps a bit big to commit now?  It creates two new files:
etc/publicsuffix.txt and lisp/url/url-domsuf.el.
