I've never seen such a problem in years. What happens if you invoke Emacs in some other way, like type "runemacs RET" on the cmd command line or from the Start->Run dialog, or click on a desktop shortcut to runemacs? What happens when you invoke emacs.exe instead of runemacs.exe?
