In the docstring of `define-minor-mode':

  :variable PLACE [...]
          	This can be simply a different
		named variable, or more generally anything that can be
                used with the CL macro `setf'.

Since the `setf' macro in in gv.el, I think it is in core Elisp, not a
"CL" macro.
