In (info "(elisp) Key Lookup"):

In short, a keymap entry may be a keymap, a command, a keyboard
macro, a symbol that leads to one of them, or an indirection or `nil'.

Apart from these entries, a keymap entry may also be the symbol
`undefined', I think that it should be added to the manual.

`undefined' is a command.

Here, `undefined' is a command:

undefined is an interactive compiled Lisp function in `subr.el'.

It is bound to <menu-bar> <edit>, €..\377.

(undefined)

Beep to tell the user this binding is undefined.

It is even mentioned in the same info node. So I think we can close
this...
