In etc/TODO, there is an item:

** Make longlines-mode wrap lines based on screen position instead
   of character position, so that variable-width fonts can be handled
   properly.

But longlines.el will be obsolete in Emacs 24.4.  Should this TODO item be removed?

Yes, it was solved by word-wrap.
