M-x ispell-change-dictionary doesn't accept "en_US" as input.
It wants something like "english" (coming from
ispell-dictionary-base-alist), which as you say is wrong.
Tested with:

hunspell -D
[...]
LOADED DICTIONARY:
/usr/share/myspell/en_US.aff
/usr/share/myspell/en_US.dic
Hunspell 1.2.8

emacs -Q --eval '(setq ispell-program-name "/usr/bin/hunspell")
