There is a lengthy discussion here where it is suggested that we define
the word "toolkit" in the Emacs manual.

Eli didn't see the need for it, and I agree with that.  Anyone who needs
to know what it is will be able to find out by searching the web for
"emacs toolkit".

So I'm closing this as wontfix.
