This doesn't make sense (to me).  These two messages do not convey any
significant difference in meaning.  This confuses users.  Why the two
different lists of functions?  What's the difference?

C-h v byte-compile-warnings:

unresolved  calls to unknown functions.

noruntime   functions that may not be defined at runtime (typically
             defined only under `eval-when-compile').
