Open a PDF file in doc-view-mode and press C-u q. The buffer remains.
Also, the following important sentence is now missing from the docstring
of quit-window, which previously made it clear how to kill the buffer:

   With a prefix argument, kill the buffer instead.

I've restored the old behavior, please try again.
