I found this problem independently 2.5 hours ago and fixed it in
revision 110923.  (It is always recommended to try sync'ing with the
repository before reporting a bug.)

On the trunk, `file-executable-p' now seems to return nil for (all?)
accessible directories. For instance, this makes most "vc-" commands fail.
This happens with Windows XP and Windows 7.
