I think it should depend on which window is selected
like `display-buffer-below-selected' does:

|        |selected|
|        |        |
|        |--------|
|        | here.  |
 -----------------

 -----------------
|selected|        |
|        |        |
|--------|        |
| here.  |        |
 -----------------

The reasoning being that the result should look the same
as in a narrow 1-window frame:
