That's because you use M-:.  If you want to run your code within the
context of the debugged program, you need to use `e'.

> 3'. Create conditional breakpoint in `test': "C-x X x (null arg) <ret>"
> 4'. Evaluate `test': "M-: (test 3)"
> -> message "Symbol's value as variable is void: arg"

Aha, that OTOH should work, indeed.  I'll get back to you when I fix it,
